Re: Settlement of Pay Anomaly Cases.
A
case of Pay Anomaly is pending with your office since last seven years and many employees have retired during this period.
Their cases for Pay Anomaly are not settled and they are receiving lesser pension in comparison with their junior, due to
defective fixation formula. Now, when it is cleared by the BSNL Board, New Delhi
and awaiting clearance from DOT Cell, we request your good self to kindly cause early disposal of the issue at DOT level..
The
6th Governing Council of the Association met on 13.04.2007 took serious note of inordinate delay in finalizing
the settlement of pay anomaly. The delay has caused hardships and demoralization to concerned employees as Juniors are getting
High Pay. The same also continues for Pension as well. This Governing Council resolves to press for immediately settlement
and to give top priority to United Forum of BSNL Workers.

Re: Medical Reimbursement to Pensioners:
The
Para 2.2 of BSNLMRS (Circulated vide No:BSNL/Admn.I/1(Pt) dated 23.08.2006)1 reads “ .. The claim shall be admitted
up to the prescribed limit, i.e. equal to the salary (Basic + DA) of the last month of service, per annum.” Thus the
Pensioners are eligible for such reimbursement as per their last month’s Basic + DA. This means the Basic will be static
but since DA increases for pensioners as well, the DA of Each Financial year will be taken into consideration at par with
the working employees. In majority of Circles, the DA prevailing as on 31st March of ech year is taken into consideration
for arriving the figure of annual eligibility criteria of medical reimbursement to the Pensioners.
In
Gujarat Telecom Circle, the IDA as on 31st
March of each year is not taken into consideration while calculating the medical reimbursement, which is incorrect. The spirit
of the instruction is that the Basic Pay for last month of retirement for pensioner will remain static and the IDA will be
as prevailing on 31st March of each year.
Kindly
issue necessary clarification to the CGM Telecom Gujarat Circle,
so that uniformity is maintained with other Telecom Circle.
